The US protected Saudi Arabia so that Iraq would not be able to occupy that territory and the UN also gave Iraq the opportunity for a peaceful withdraw.
On August 7, 1990 the US sent in Troops to Saudi Arabia to protect the Oil fields.
On November 29, 1990 the United Nations set January 15, 1991 as the final deadline for Iraq to peacefully withdraw from Kuwait.
January 15, 1991 finally came around and Iraq still refused to retreat from Kuwait.
