The Second Gulf War
The US did have Proper Authority and Public Declaration to enter the Second Gulf War. Congress gave the President the "okay" and Bush addressed the White House and the Press.
On October 31st, 1998, President Clinton signed the Iraq Liberation Act of 1998. The Iraq Liberation Act gave responsibility to the US to remove Saddam Hussein from office and replace the Iraq government with a democratic government.
On October 8, 2002, Congress authorizes President George W. Bush to use force against Iraq.
On March 13, 2003 President Bush addresses The White House and the Press at 3:15pm. He promises that "every effort would be made to spare the lives of innocent civilians, but the campaign will be broad and concerted and will use decisive force. No outcome but victory will be accepted, and Americas freedom will be defended, and freedom will be brought to others."
On March 17, 2003 President Bush gives Saddam Hussein an ultimatum. Either he steps down from office within 48 hours or Iraq will face yet another war against the US and Allies.
